Might be a controversial take, but the Trump administration needs to take a bold stance and banned WITCH (Wipro, Infosys, TCS, Cognizant and HCL) from the H1B Visa Program. The number of anecdotal accounts I have heard of these companies gaming the system, is rather concerning. That this is not in cards despite mounting evidence suggests that there is active lobbying by a number of US SV giants who benefit from this.
Walmart would not have laid off that many people this recently unless there were ominous signs that economy-dependent things were getting worse recently than they had predicted according to their bottom line. And they should know.
This is a skilled individual probably working in a location with lower pay scales than the hot tech centers or he would have been making more. Maybe even was in Bentonville, AR or remote to there which could mean relocation may need to be considered.

I regularly have people walking back there claim of proffesional membership now, "not that kind of doctor", "not that kind of lawyer", "not that kind of engineer", after short discussions , a bit awquard, but here in Canada some of these claimants get surprised when the folks wearing an iron ring take them to court and they come out with a conviction for fraud.The engineers tend to be teritorial after having spent more than a decade in post seconday education, before taking an entry level job.
