Covert communications systems and steganography are just things that intelligence agencies don't like, so they'd be suspicious of any research into them, funded by China or otherwise.
I find it strange that they wouldn't expect China to be wanting 'something' back since they're finding the research. In which case, why allow funding from China at all?
