Why would he? I mean, I hate him as much as everyone does, but it seems obvious to me that in order to remain the villain he is, he cannot give up power...
The phrasing of that sentence is weird. It brings to mind the image of an undead lich Zuck ruling the Metaverse centuries after his death.
